Bush wasn't "concerned' about Osama because if he got one thing right in fighting AQ and the Taliban it was to destroy them as a brand, not simply taking out Bin Laden and saying "ok, we're done.'
Destroy the organization from within and its leader will fall. A much more sensible approach than only killing Bin Laden.

Never said he didn't want him captured or killed, only that destroying AQ was more important than killing Bin laden alone, and I tend to agree.
