The Texans are right here actually. No state income tax is a massive benefit and a huge draw of talented people and investment. I know tons of people who are well educated and earn a decent amount who are moving or already have moved to Texas. it's a huge draw when you can earn 25% less and still come out way ahead after taxes and COL. Property especially is quite cheap. I hear Dallas is absolutely booming. Sure, it probably sucks to be poor, but that's life. Texas is pretty up front about where it stands regarding government handouts so if you are in that crowd you probably should leave. It's actually refreshing to have a place so market oriented compared to NYC or Cali where they tax rape you and then you have to pay 3x for an apartment because you aren't poor or old. Texas is a great place for the young and ambitious from everything I'm told. Probably one of the few states I would consider living in, and I would take living in Dallas over SF in a heartbeat.
