As has already been explained to you, this policy does not under any circumstances keep people honest, largely because it can be easily circumvented with zero means of being caught. In fact as far as I can tell, this policy exists simply for the reason of existing, because it has absolutely no impact whatsoever on transparency, nor would anything of importance actually be released to the public.
But hey, if you want to be a stickler, which I can respect, you should be able to specify what exactly you think should be the consequence. So go for it: what punishment should Hillary face, since she claims to have handed over all relevant files and was under zero legal obligation to store them on government servers?
