It's a machiavellian term, it's using questionable methods to take a shortcut to a positive outcome, that usually ends up not particularly positive for a particular ethnicity.
For the most part it's a negative connotation, and rightfully so, but to me it's a microcosm of social development. Some catch the top of the wave, others have it crash down on them.
