No, scarcity is the natural state imposed by a finite world. Its got jack shit to do with government.
Scarcity can be artificially created by policy....but that's honestly the least of our problems.
As I said:
If everything is abundantly available, there is no value gradient, and no market forces behind supply and demand. Without scarcity you have infinite supply, and thus no useful demand.
^That is why its intrinsic to capitalism.
Scarcity is distinct from artificial scarcity.
