As someone currently in the process of quitting, I think artificially increasing the price definitely acts as a motivator. I used to buy 5 packs a week, which is like 60-70 dollars here in NYC cause of high taxes. I'm not gonna go out looking for Eric Garner to sell me some black market cigs, so when I don't smoke I have an extra almost 300 dollars a month for not smoking. For me at least, it worked that I internalized the high cost while I was still smoking and then viewed it as a nice influx of extra cash for quitting.
