I would take Biden over Clinton because of foreign policy alone. They both voted to authorize the Iraq war but since then Biden has shown genuine regret and seems to have learned from it. Clinton has paid lip service and is still very trigger happy on use of military force before it's necessary.

i dunno that anyone really underestimates it. hillary tries to be affable and it's hilariously cringe worthy watching her try to be funny, more hilarious than biden's genuine antics, but biden's antics are cheeky and fun, while hers are cruel and tragic

I know we all like to laugh at Uncle Joe's antics but he really is a smart guy. Had we listened to him about Iraq years ago, we would have never ended up where we are now.
