but parole and community service already exist and are used frequently. and if you don't show up you just get penalized more until you land in jail. that's how it works now, actually.

We just need to bring back chain gangs or something equivalent, have them rebuild our parks, paint over graffiti and other things. Start being productive, not putting them in a jail cell to rot.

Any population will include citizens suffering from mental illness and part of the social contract is that there will be public resources available to treat and protect the mentally ill citizen. Very troubling, too, was the statement in the story that there was no local coverage of Mr. Mitchell's death, of a citizen starving to death in jail.
