That shithead Nixon took it to a whole new level though. To put it another way, every government is going to try to grab power and to give itself tools with which to reign in the citizenry. The US has been doing that since the 1930's with respect to prohibition. But Nixon is the one that took that stick out of the cabinet and started beating the shit out of the American people with it. I have a little more respect for Nancy Reagan, because while she was a fascist, I actually do think she was trying to come from a good place. Nixon knew exactly what he was doing. He hated those uppity anti-war protestors and the blacks and he found the perfect tool to reign them in.

We still had the absolute right to withdraw from the treaty at any time, and it's worth noting that there were no provisions for mandatory minimums or criminalization of small amounts of pot in the original controlled substances act. Those were only added after Nixon's DOJ lobbied for their inclusion.

There's still the matter of the colossal money sink that is the DEA being created under Nixon's watch, too. Not to imply that I'm putting the sole blame of this on the tricky dickster, you're absolutely right that a decade and a half of congress were complicit in this puzzlingly punitive piece of legislature.
