Blinkers are a warning of something that is going to happen. They aren't a request for permission. Best bet is to flip it on half a beat after you've already started merging, so at least you might get their attention with a flashing light.

One my biggest pet-peeves. NOT using them should be a fine able offence. I mean like $200.00 fine able.
