oh that is such a bullshit way of measuring subsidies. every dollar given to renewables using that shitty metric is weighted 25 times more than one given to fossil fuels simply because renewables are not a large part of the energy sector. it completely ignores percentages and real dollar values of subsidies and by using that metric artificially inflates the values for renewables.
it's like saying that a tax credit to someone making 50k a year is worth MORE than one given to GE when you compare it to their net income or something. it's just a totally disingenuous way of looking at it.
