Bush of course deserves blame, but the overreaction started with the masses, not with him. His failure is that he's supposed to be a leader and not take his cues from the frightened masses, but invading scary countries is exactly what the public wanted in response to 9/11. And if you're counting on the next president who deals with a terrorist attack on our soil to be more wise and dispassionate in his response, good luck. Next time won't go any better than last time unless the American people can be adults about it. If we get hit with another 9/11 I fear we will insist on discarding what's left of our civil liberties and demand more foolish military campaigns in the Middle East.
