In the meantime refers to a scenario where a goal is being pursued, and while that is going on, another goal is being pursued. To argue that this means the second goal is top priority is literally nonsensical.

Just to be clear, my stance isn't that we should abolish the death penalty (although I'm fine with that)--it's that we should at least SUSPEND it knowing what we know now, until we have a reasonable confidence level that innocent people are not being put to death.
I don't understand why anybody would oppose that.
