Currently there is a District Attorney's office - an elected position - which chooses whether or not to press charges in any given case. Eynons proposal included getting rid of this in favor of an unelected public attorney's office which handled both defense and prosecution. If you can't see why that might have saved this guy even the hassle of a trial I don't know what to tell you. You yourself said there was no evidence linking him to the murder.
