It is actually funny, that the need isn't the militia to be armed, but for the people to be armed so that you can form a militia. The idea wasn't that you had a standing militia, but rather that you had a well trained populace from which, when need arises, you form militias and fight. This all sort of fell away because we haven't needed to use it in a very long time. We built a formal structure around it, with a standing military and then a formal national reserve that even further decreases the chance of needing to pull up a militia. The draft is the calling forth of the militia.
