The Militia was something created by the US government early in it's history. 1792 to be exact. This conscripted citizens into the Militia, regulated them, and identified when the federal government could call upon them. This also established the authority of the state to court martial and require able-bodied men to have weapons - literally establishing a pool of able-bodied citizens that could be called into service.
But in your delusional fantasy world, the Militia actually existed prior to this point. I mean there was no pool of men to draw from, because there was no conscription, and you can't have a pool of men without being able to identify who they are and the state of their firearms.
The most stunning part of this is when you say the state had no authority to regulate militias until it regulates militias, and try to pass that off as a coherent point.
