Crappy or no family structure. You can sugar coat that if you want, but it is what it is. Well that, ant the fear of legal action because families today are raised more from the court room rather then the family room.
The hardest part of doing nothing is knowing when your done.

Make schools cell-free coverage zones. Scramble the cell coverage within the school grounds. It can be done in cars. Make it so in schools. No coordinated attempts to disrupt the school day via social media.

Kids walk in, put their phone in the locker and lock it. Teacher opens it up at the end of the class. Easy. Only problem, cost.
