Requiring the federal government to balance its budget would be asinine on so many levels that I find the mere suggestion unconscionable. That's not how the budget should or does work in the US or in any other country abroad. Should you wish to deprive several southern states of federal assistance and in the process make several other cuts which aid in economic growth and development then by all means, balance the budget. Just realize that by doing so you are effectively destroying revenue acquisition/growth in the process by inflicting recession upon the wider economy. Balance away while your tax base erodes...chase that unicorn and stymie future growth/productivity all in the name of doing what's considered "right."
