The dumbest president in modern history was probably Reagan and he was still above average intelligence.

fwiw, this link has what somoene came up with as "iq" for the presidents based upon whatever things he based it on
average is 100, and 140 is "genius". the lowest president, grant, has an IQ of 120. the author lists dubya at 124.88, ford at 127.08, johnson at 127.83, and reagan at 130 (#15 "dumbest")

the other way he lists lincoln at number 12 with an IQ of 140 (and thus, a genius) and john quincy adams at 168.8, which is stephen hawking level, if this guy's analysis can be believed
also it's worth noting that the dumbest president, Grant, has been called a genius in military strategy by most historians on the civil war (some just say he was a brute though)

It's a combination of voter apathy on the low end of the socioeconomic scale and complacency in the middle and upper middle class.
