Based upon what I've seen so far, this is the program that is being set up by the government:
Free, Government-Provided Checking Accounts
- No fee to set up
- No monthly fee to maintain
- No fees to withdraw money from any source (in-network ATM, out-of-network ATM, out-of-network bank, etc.)
- No overdraft fees
- No fees charged by retailers for bad checks
- No criminal/civil penalties for writing of bad checks

the root of the problem is overdraft fees. the solution doesn't have to be government accounts. it could just be the stopping of this disgusting level of usury
