Again, I won't say that everything is perfect. Far from it. In fact, charter schools may not be the answer for every, or even most, communities. For New Orleans, they were.
This is why each state, or even school district, should have some freedom to choose the method that best serves them. I don't want for the Fed to tell every school district, "This is the model of a public school. You will ALL follow this exact model." The Fed should, at most, say, "Here are the standards that you must achieve. These standards are academic in nature, but you must also consider equal access, Civil Rights Act, and other regulations when achieving these minimal standards."
