Experience is valued, teachers arent leaving the profession because they just don't feel like teaching. You bring up some key points here, is it possible to fire a teacher in a public school system? Outside of when they mess with money or students. Honestly. Is it? Your barbers example, if you can't cut hair you won't make it as a barber. You can suck at teaching and keep the job for 40 years. Trust me.
What can government do to help prevent new teachers from quitting? What can government do to fire bad teachers? Because the answer isn't in the status quo of education.
