The ban on tobacco is only because all tobacco companies agreed to it in exchange for protection from being sued. You'd have to get every restaurant to agree to an advertising ban because it's flatly illegal otherwise and there's too many.

I'm a big fan of compulsory national service. Not necessarily military, but you should have to put in 2 years of work for your nation.
