canada's economy is based off of oil and the housing price in seattle. canada has a small population and a harsh climate that boxes them in against greatness. canada could only be a great if it were able to act much like sweden acted in the 1600s when it achieved greatness: military genius in national leaders. as such, canada will never reach great power status. it has no neighbor it could attack to grow its military tradition with. no benefactor that would pay for the use its military might against a larger player that canada would be willing to go for (unless maybe china would use canada against the US but lol buddy lets f**k dance) a la France and the HRE.
