i thought we were talking about international relations, i didn't realize we were talking about barters in the bush
the president cannot in any way make any agreement with other countries without the consent of the senate that is enforceable. this is how the law of the united states has read since the constitution was established and in no way do i think this is bad. in no way should one man be able to change treaties with other nations. he can make dealings that are not enforceable sure, but they are not enforceable.
