This is why conservatives must not be allowed to govern. They simply have no conception of how massive, international deals between hundreds of states work. They actually expect an issue like climate change to be resolved by a single bill, rather than as a series of escalating tactics slowly agreed upon over many years.

The highest level of government that a conservative can properly govern at is the municipal level. And even then it is iffy, because conservatives are so open to corruption.
