yeah this is wrong. it would have investigatory capability but so should all branches to be honest. the fourth branch is the bureaucracy. we already call it the fourth branch of government, and it should be explicitly stated who and what everyone reports up through and how and why the people can be dismissed and what power the executive, legislative, and judicial have over the bureaucrats (e.g., lets say the president fires the FBI director. should that be voted on in the senate? should that have a hearing in the SCOTUS?). military needs to follow chain of command up to executive
