Honestly, I don't make such distinctions. A goofy hat is a goofy hat. One of these clowns is trying be a cowboy y'all! in Wisconsin, and the other in Florida. Both hilarious for different reasons. It's tough for anyone anywhere to pull this off in the 21st century...but these are both really egregious examples of complete failure.
