so in Constitution 2.0, I think we need to rethink pardoning power.
it shouldn't be the CJ who pardons because he can pardon his way out of not having to deal with thorny issues. instead, no one that the president himself has any form of known personal relationship with (himself included) can be pardoned by the president. they'll have to wait until the next president whom they have no prior relationship with is in office. this means Ford would have been unable to pardon Nixon, for example
a commission under purview the new investigative, bureaucratic branch must review and make sure that the president has no personal relationship with the person being pardoned, but that's all they do. a precise definition of this can be created, but it's mainly business dealings, friendships, and any sort of employment as a direct report. they have one week to find anything (because it basically has to be obvious) and if they do, the executive can appeal directly to the supreme court
