For now.
Even if something is domestically produced it can rely on inputs from outside nations. Finding/utilizing other producers in other states will take time and potentially may increase prices for domestic consumption. This is why tariffs are near universally hated by economists. USTR Lighthizer and his buddy Navarro are...thinking outside the circle.
