Fine. Pass a law that says that if the cops can prove, beyond a reasonable doubt, that a person deliberately lied about a sexual assault or rape, they have committed a crime. Perjury already exists, perhaps you could add a sentence modifier for malicious intent and defamation. [EDIT] And for good measure, throw them on the sex offenders list.
