yes, several times. it got filibustered in the senate last time in the 91st congress. Nixon was going to sign it, it passed in the house 338 - 70. House Joint Resolution 681 of the 91st Congress. later in 79 a majority (but not 2/3rds) voted in favor for it in the senate

i think we need serious constitutional changes, and this is one of them. but i personally think a bigger and more important change is removal of house districts in favor of part-list votes in each state. while we're at it, make 3 senators per state, so one is elected every cycle. but i frankly think at this point we need to have a serious sit down and redo the constitution to make a more perfect union. it served us well, for a time, but it's showing its age. we had the first modern democratic republic, but we need to move away from the aristocratic influences that the founders had

We need a bill that only eliminates pay for Congress during gov't shutdowns. I would add, no back pay either. But I'm a reasonably nice guy, so I won't add that.

too bad it doesn't matter and only will impact "poor" congresspeople. since congress makes better returns each year on investments than insider traders it doesn't impact anyone

It's fair to point out that she's a socialist. Well, wannabe diet socialist, anyways. Unlike the other 99.98% of things and people that get labeled socialist on a daily basis, in her case the shoe at least sort of fits.
