Any blow to executive power is a positive. This is being done by Dems for electoral reasons but I'm fully on board regardless.
A high profile exercise of emergency powers improperly ceded to the executive worsens the long term executive power accumulation by normalizing it in the public eye.

I dont agree. I think separation of powers is more important than any policy goals.

Agree.
If the executive is allowed to carry out policies without allocating funding when it's done on an emergency basis then the entire system of government has been replaced with the whims of one man.
