impeachment is a political process, it:
1. doesn't require charges to be brought to start the process
2. doesn't even have to be criminal behavior, but gross maladministration and corruption
starting impeachment proceedings would just be a series of hearings to get to the bottom of it
it would end conjecture. we'd get to the bottom of things like the dossier and know for certain if he is into watersports
