I could easily envision such a scenario, but it is based upon my historical understanding, not yours... and when we start talking about alternate realities of the past, it is all just intellectual masturbation. Could haves, should haves, you know what I mean. Anyways, let's just agree to disagree.

Without some way to remove the second strike capability it all seems pretty pointless in any case.
Things will start to change when these crazy laser systems mature. I just saw a vid the other day where a laser point defense weapon was able to shoot down three mortar shells while they were all simultaneously in the air. Step that up in coming decades and picking off reentering bombs will be well within the realm of possibility.
