I think you should punish the members of the Executive branch who have oversight and regulatory authority, such as the Governor, as well as those elected legislators who have refused or failed to properly regulate and monitor critical infrastructure following this disaster.
Personal responsibility is genuinely difficult for Republicans and conservatives to grasp, it seems.

And I cannot stress this enough, I despise FERC they are a very aggressive organisation WRT interpretation of their byzantine regulations and take bullshit interpretations that make no sense on their face and do hinder the efficient functioning of many markets ... but at least the lights f**k stay on!
