Outfitting planes and training local service members is not providing assistance on how to acquire or manufacture nuclear weapons. Nor is it necessarily providing indirect control.
The US has admittedly likely violated the NPT with regard to Israel. But, again, does this inherently mean that the US cannot join an enormous international coalition, including terrorist Canada, in placing sanctions on a present day violator?
Admittedly I think that states are not permitted to threaten violence outside the parameters of the UN Charter, this our saber rattling likely is terrorism under this definition. That sucks. But I'm not particularly concerned about the label, given the realities of international relations. Besides, by that definition 80% of countries are terrorists so at least we are in good company.
