Well I guess what I mean I, why does having the power to appoint electors mean the feds couldn't establish an independent agency to administer all elections? The authority of the states wouldn't be infringed, as they could still decide who to be Elector and if they want to adhere to popular vote or not... And if they chose popular vote, the election is handled by said agency.
It would be interesting to see what a lawyer has to say about this.
