So this actually means the legislature has the authority to just decide amongst themselves who their electors are and not have president on the ballot at all? If that's the case it would seem that since they opt to put it to a ballot, they have the authority to decide how that ballot works and saz is correct.

Well I guess what I mean I, why does having the power to appoint electors mean the feds couldn't establish an independent agency to administer all elections? The authority of the states wouldn't be infringed, as they could still decide who to be Elector and if they want to adhere to popular vote or not... And if they chose popular vote, the election is handled by said agency.

It would be interesting to see what a lawyer has to say about this.

Yeah if the feds are telling the states how to run the election, can't see how that doesn't equal the feds telling the states how to choose their electors.
