I mean that's how federalism works. It's a union of states and each state gets to decide how it picks a president

with the dixville notch tie an omen has been cast that there will be an electoral college tie. what a wonderful thing that would be. campaigns would be over... except on the electors. we'd all be waiting as the electors could disobey state rules and vote against what they were told to do. and if they didn't? if they didn't then it goes to the house. what if someone else's name comes up? oh my god, it would be so wonderful. i hate democracy

The other option is to try and convince all the states to abandon the popular vote, and have the system function as intended. This would mean reps would have to declare who they would support for President, and since Congress has the power to regulate congressional elections, you could really clean things up.
