None of which is the problem. If we aren't going to default the actual regs that elections use to the states, as provided for in the 10th, we'd need to include specific instructions at the federal level...which brings us back to an overarching agency that handles all elections.
Since that doesn't exist, the regs by default go to state and local jursidictions. The general framework in article two isn't the problem.

the second article expressly says "Each State shall appoint, in such Manner as the Legislature thereof may direct". the "legislature thereof" is talking about "Each State" and then it says it can direct it in any manner they wish. the tenth doesn't enter into it. if the tenth didn't exist... states would still have this power
