the second article expressly says "Each State shall appoint, in such Manner as the Legislature thereof may direct". the "legislature thereof" is talking about "Each State" and then it says it can direct it in any manner they wish. the tenth doesn't enter into it. if the tenth didn't exist... states would still have this power
