54% voted for a change in their status and a majority of them voted for statehood.
it being non-binding just means that there wasn't an official declaration of statehood sent to congress on november 7th.
you still haven't given any evidence as to why it won't happen. remember, your'e making a definitive assertion here. there is no "maybe". prove it won't happen.
