Maybe he's suggesting Florida annexing it or something, so it just becomes part of Florida, and doesn't get statehood?
Which doesn't make much sense either for Florida or PR....
I mean..rather than gaining statehood, or even remaining a territory, they'd merely be Puerto Rico County, FL. Serious downgrade.
