well plenty of civilians save people close to them on a daily basis in the face of further injury.

actually we report when someone is hurt in plain sight and no one helps them a lot.
likewise, we report when someone is helped.

To be fair, Comrade is right. The media loves to obsess with "what is this world coming to?" stories about someone getting stabbed and screaming for help on a highly populated block while no one responds.
