Well there are two options.
One: the small business owner is incapable of expanding without working strenuously. Lacks talent.
Two: the small business owner is incapable of puttin in the work to overcome their lack of taken and still expand. Lacks ambition.
Either way, defective, and as such needs to be eliminated and absorbed into a larger and more powerful entity that lacks such crippling defects.

I'm left wondering how we are supposed to have big business if not for small businesses? Apple for example started in a garage. Google was a part time venture by a couple of grad students who initially tried to sell it because it was a time sink. Walmart was just a single small store in Arkansas.

Indeed. And the good ones grow.
The defective ones flounder and remain small businesses.
We want the former, and to destroy the latter either through competition or acquisition by more productive, non- defective entities.
Notice the examples eynon and spider gave. Are they presently small businesses? Nope.
