Putin is probably the individual on this planet that wields the most raw personal power.
The president of the US is the most powerful when it comes to wielding political power because he has the biggest stick. But the power isn't really his, it's the power of the nation he is in charge of. China is very powerful as well, but economic clout can take you only so far. They don't have the muscle yet to back it up or hold on to it when the chips are down.
