I do believe this school district has been in the news before, and I think they have tried everything to prevent kids from skipping but it doesn't work.

It's just a more efficient way to keep attendance, the article didn't say that it tracked their every mood outside of campus. Hell, most of these kids probably have cell phones which are transmitting their every move anyways.

There's no need for this type of surveillance in a free society. I think it is pretty intrusive.
