meh. seems like it would introduce vote-getting into the tax code. Not that it's not a factor already.

I sometimes wonder how many average citizens don't realize that progressive taxation is partitioned per bracket and not as an aggregate. I can't be the only one who was told by someone else that you can make less money with a higher salary due to taxes.
