There's no way to quantify such an abstract concept in any meaningful way, and there are numerous individuals who, through chance or design, are wealthy and do not exploit such industries.
Most professionals making a shit ton of money went to private school. Should they be excepted from higher taxes? What if they've never sued or been sued in their career. Still higher taxes? No small business loan -- still higher taxes? Cops is fair, but the marginal cost of protecting a mansion and a Lexus is not that much higher than protecting a shack and a camry. No real difference there.
