You have to be semi-competent to drive a car as it is essentially a weapon capable of ending the lives of a dozen people within the span of a few seconds. You should have to be semi-competent to own a loaded firearm for the exact same reason.

Irrelevant. Competence is subjective, but we still demarcate between 'competent parent' and 'bad parent.' The latter has child protective agents knocking on the door.
