Trade? WTF?
How about the pursuit of life, liberty and happiness? I would gander that not being able to get into/out of most places in the country because you're disabled pretty much denies you all three of those.
That said, I'm not sure why the U.S. needs to sign on to a treaty agreeing to do something we already do. That seems redundant.
